Newly selected APC, APUWJ executive members vow to carry forward healthy media trend
ITANAGAR, Sept 2: The newly selected executive members of the Arunachal Press Club (APC) and the Arunachal Pradesh Union of Working Journalists (APUWJ) today resolved to work for the welfare of the media fraternity, and to carry forward the healthy media trend in the state with renewed zeal.
The members of the APC, the APUWJ and the Arunachal Electronic Media Association on Friday unanimously selected the new executive members of the APC and the APUWJ for the 2016-19 session, at the Arunachal Press Club here.
Into his second stint as the APC president, Chopa Cheda expressed gratitude to the state, and assured to carry forward the ongoing activities "with the active support of the team" and urged the other members to repose confidence in him.
Cheda said the new committee would soon chalk out plans to push for the government's approval for a permanent plot for establishing the press colony.
APUWJ president Amar Sangno urged the members to come forward with suggestions to help improve the current situation of the media in the state. He lauded the efforts of Cheda and former APUWJ president Azing Pertin under whose tenures the state's media "acted on bold decisions while dealing with numerous adversities."
APUWJ vice-president Kenter Joya Riba, APUWJ general secretary Ranju Dodum, APC vice-president Nellie N Manpoong, and APC general secretary Taya Bagang also spoke.
Meanwhile, Tanom Jerang has been appointed as the APC's assistant general secretary (AGS), while Evana Tissopi has been appointed as the APUWJ AGS. Jackson Tayeng and Tagu Ningee will continue as the IPR secretary-cum-treasurer and assistant secretary, respectively. Arunachal Front editor Pradeep Kumar Behera will continue as the chief advisor.

Four NDFB(S) militants apprehended from Assam-Arunachal border
Tezpur, Sept 2: Four hardcore NDFB(S) militants have been apprehended from a remote area near the Assam-Arunachal Pradesh border during an operation by security forces, the police said today.
The four militants were apprehended during a joint operation by the police and Army, launched on Wednesday last, at Paharpur area under Chariduar police station, DIG Northern Range M S Haque said.
The militants have been identified as Thunkara Basumatary, Lengra Basumatary, Marchal Daimari and B Swr who was wanted by the NIA in connection with the killing of adivasi villagers in December 2014.
Security forces recovered two grenades, one G-3 rifle, one 9 mm pistol along with live ammunition, several mobile sets and documents from the militant. The militants were produced before the magistrate at the Tezpur Court here today.
Haque said operations were continuing in the Assam-Arunachal border areas with a strict vigil being maintained to monitor the movement of militants. PTI
Chongkham people demands transfer of EAC and OC within 48 hours

NAMSAI, Sept 2: The Chongkham Village Council (CVC) today submitted a letter to the Deputy Commissioner Namsai R K Sharma at his office chamber demanding for the immediate transfer of the Extra Assistant Commissioner (EAC) Chongkham and the Officer in-charge of Police Out Post Chongkham though without naming the officers in person.
The signatories of the letter alleged the two officers of not cooperating with the public in the crusade against drugs menace. The letter states that one of the recently arrested persons with material evidences in connection with drug dealing was released on bail. The letter also cited that previously the two officers were found to be lenient in such matters.
It has set a forty-eight hours deadline for effecting the transfer of the two officers and if it was not fulfilled it will launch protest movement.
When contacted for his comment, DC R K Sharma said that effecting transfer of the said officers was not under his purview but the prerogative of higher authorities and he would forward the letter accordingly to higher ups.
The CVC in its letter also stated that it does not question the legal aspects of granting the bail but the EAC and OC have failed to respect the sentiment of the public of Chongkham who have been relentlessly fighting to eradicate the drugs menace which have spread its tentacles to every strata of society. It also adds that the two officers have failed to address the grievances of the public and pointed that the duo are not mentally compatible with the public in the fight against drug abuse.
After submission of the letter the Mahila Mandal and CVC members said that it will not rest till their demands are met.
One of the women leaders said that this kind of leniency was not the first time but it is a repetition. The duo have been seen working against the sentiment of Chongkham Village, said another woman leader.

PR leaders writes to CM
ITANAGAR, Sept 2: The Panchayati Raj Members of Hunli-Desali Block under Lower Dibang Valley district have written to the Chief Minister for approval of fund to restore damaged stretch of 23km Hunli-Desali road. It claimed the said road is under deplorable condition since 2004. In its representation to Chief Minister on Friday, Zilla Parishad Member Hunli-Desali Block Mama Miso stated that PWD Roing had submitted a preliminary estimate of Rs 400 lacs for approval to restore dilapidated road but till date it is yet to be approved.
Drawing the Chief Minister's attention towards education sector, PRI members also sought fund for school infrastructure for Govt Sec School Hunli and for renovation of both boys and girls hostels of the Govt Secondary School Desali.
The panchayat leaders also demanded posting of adequate medical staff to Community Health Centre Hunli and construction of new building for Desali Primary Health Centre.
Doimukh police busts a gang of Mobile thieves
ITANAGAR, Sept 2: A team of Doimukh Police has busted a gang of mobile thieves and arrested five accused on August 30 last. The police also recovered 15 number of mobile handsets from their possession.
Following the Doimukh PS case no 26/2016 U/S 380 IPC, the police team led by SI Tilling Habung, investigation officer (IO) of the case, under the supervision of SP Tumme Amo and Doimukh PS OC T Rukh has cracked the mobile theft case with the help of CCTV footage and CDR. The accused were produced before CJM Yupia and remanded to judicial custody. The SP rewarded the IO and his team for good work with commendation certificates.
Maintain work culture and punctuality, says Rebia
YUPIA, Sept 2: UD, Town Planning and Housing Minister Nabam Rebia has called upon all the head of departments to maintain work culture and punctuality in their respective offices. He was addressing a coordination and review meeting of all the developmental activities in Papum Pare district at the ZPC conference hall, Yupia on Friday.
Pointing out various shortcomings in the schools in the district like lack of teacher's quarters, furniture's, poor teaching quality, Rebia said that plan is going on to equip all schools properly in a planned manner. He also said that there should be fair and equitable distribution of teachers in all schools in the district and give proper training to teachers to give quality of education to the students. He asked the DDSE to identify the teachers who are not punctual and to issue necessary warnings if required.
The Minister also asked the officers of Horticulture and Agriculture department to ensure the presence of field staffs at their places of posting.
Informing that there is a plan to make Nagar Panchayat taking the Panchayat segment from Doimukh, Kimin and Balijan Circle to improve the functioning of Panchayati Raj System, Rebia called on the panchayat leaders to maintain coordination with each other and work in proper reconciliation.
He asked the Executive Engineer PHED to expedite the work for supply of potable water by December 2016 and put a water point at Yupia village too.
Speaking on the occasion, Itanagar MLA, Techi Kaso expressed that Yupia must be developed as a model district headquarter as per master plan and interacted with officers on various developmental works.
Executive Engineer PHED informed that 98 percent work of water supply treatment plant has already been completed but it is pending due to non receipt of balance funds meant for electrification of the plant. He added that raw water is being supplied on trial basis from April 1, 2016 as treated water would be available after proper electrification only.
SP Tumme Amo briefed the Minister about the overall security scenario of the district and informed that law and order situation in the district is peaceful. He also informed that a proposal for a full fledged police station at Yupia has already been placed to Govt and requested the DC to provide suitable land for police at Yupia for construction of various buildings for accommodation of SP and police personnel at Yupia. He also said that an IRBN company needs to be stationed at Yupia in order to maintain law and order situations in the district.
ZPM Doimukh, Tana Yayo stressed on involvement of panchayat leaders in selection of beneficiaries of any Govt Schemes and proper police patrolling along the Dikrong River to check the anti-social activities.
District Transport Officer requested for setting up Sub Treasury Office at Yupia and District Veterinary Officer for Disease Diagnose Centre at Yupia.

Finalize state mountaineering policy: Pema
ITANAGAR, Sept 2: Chief Minister Pema Khandu has instructed the Secretary of Sports & Youth Affairs, Dani Salu to immediately process for finalization of the State Mountaineering Policy. Pema gave this instruction during flag-in ceremony of six members Arunachalee mountaineering team which successfully scaled the 20,182 ft Mount Stok Kangri on July 24. Stok Kangri is the highest mountain in the Stok range of the Himalayas in Ladakh.
While congratulating the expedition team in his office on Friday, Pema also decided to promote mountaineering to tap the enormous potential of adventure tourism in the state. He assured to extend full support and sponsor the aspiring mountaineers of the state.
The CM further asked the Department of Youth Affairs to tie up with the Indian Mountaineering Foundation (IMF), New Delhi to designate peaks like Gorichen and other peaks of the state so as to make them accessible to the mountaineers.
The Mount Stok Kangri Expedition is the first major indigenous mountaineering Expedition launched from the state in the Himalayas as well as the first major event undertaken by the Dept. of Youths Affairs, Govt. of Arunachal Pradesh. The Team Arunachal was led by Dr K. Romeo Meetei, incharge adventure cell, Dept. of Youth Affairs, Govt of Arunachal Pradesh.
Director of Youth Affair, D K Dinglow apprised the Chief Minister that the Mount Stok Kangri Expedition was the first of its kind sponsored by the state govt.

State INTUC unit stage dharna against 'anti-workers policies'
ITANAGAR, Sept 2: Joining the rest of the country, various Trade Unions of Arunachal Pradesh under the banner of INTUC State Unit have staged dharna at Tennis Court, Itanagar on Friday in protest against the alleged anti-worker, anti-people policies of the Govt. of India. The Unions also reiterated the 12 points charter of demands of all the Central level Trade Unions.
Some of major demands of the union are to bring the skyrocketing prices of commodities, especially essential, under control, to enhance the wages of workers to a minimum of Rs.18,000, equal pay for equal work, social security of the workers of the unorganized sector, including agriculture labourers, pension for all, registration of Trade Union in 45 days etc.
Addressing a huge gathering at Tennis Court, IG Park here, President INTUC state unit, Padi Richo accused Centre government of creating division among the workers.
"Central Govt. is trying to impose slavery on the working class. It has to be combated resolutely by the united movement of the workers," he appealed.
Leaders of various Unions including Kenkar Yomcha, Secretary General, INTUC State Unit, Koj Anand, Chairman, Labour Cell, APCC, Changma Tajo, President, All Arunachal Pradesh Mazdor Union, Dana Tadu, President, All Arunachal Pradesh Labour Union, Tana Sangam, General Secretary, Govt. The East Siang Unit of Confederation of Services Associations of Arunachall Pradesh (CoSAAP) joined with the rest of the state and country in All India general strike today against the anti-people, anti-workers policies and authoritarian attitude of the NDA government while wearing black badges in their duties.
Miao gets a new eco guest house

MIAO, Sept 2: Miao, the gateway to the world famous Namdapha National Park on Thursday got its new eco guest house. Located in the heart of the town the Namdapha Holiday Inn eco guest house was formally inaugurated by ADC Miao T Mara in presence of Jowkhong Singpho, ZPC Changlang and other dignitaries.
Speaking on the occasion, Mara appreciated for bringing up the lodge which will lessen the accommodation problems of the tourists and visitors in the town.
It may be mentioned here that the building of the eco guest house was used as the office of the Divisional Manager, Arunachal Pradesh Forest Corporation earlier and now has been taken on lease. The lodge has five bedrooms with a suite for high profile guests and two single and double rooms. The in-house restaurant will serve Indian, Chinese and local cuisines. It is promoted by a local entrepreneur Bijoy Taidong.
Solung celebrated
Itanagar, Sept 2: The Solung festival was celebrated at Yingkiong on Thursday with traditional fervour.
Attending the festival, Speaker, Arunachal Legislative Assembly, TN Thongdok called on the people to maintain their age-old traditions and culture for their preserving one's identity. Lauding the Adi community for preserving traditions and culture with strong customary laws, Thongdok stated that this has molded the people to be disciplined with no law and order problem, paving the way for peaceful atmosphere.
MLA Yingkiong, Alo Libang emphasised for the participation of the younger generation in the festival for keeping intact the tradition and culture.
Upper Siang, DC, Remo Kamki, former Information Commissioner, Bani Danggen, President, celebration committee, Anying Boli and Secretary B. Tayeng also spoke on the occasion.
An album 'Gidii Tapung Roli' was also released by the Speaker on the occasion.
At Aalo, Solung was also celebrated with traditional pomp and gaiety at Gumin Kiin on Sept 1.
Speaking on the occasion, Retired Deputy Commissioner, Gejum Ete said that all festivals are alike with same essence general wellbeing of the society. He recalled how Adi and Galo community celebrated Solung and Mopin jointly in the past.
Aalo, ADC, Niken Lollen emphasized for the participation of the young generation to imbibe the rich values handed down by fore fathers from generation to generation.
The president of Solung Giidi Celebration Committee, Tapun Taga and Secretary, Kiren Ningo highlighted the significance of Solung festival. Various traditional and modern songs, dances, folksongs based on Solung were presented on the occasion.
Among others, West Siang DC, Pige Ligu, former Minister, Doi Ado and HoDs from other communities also took part in the daylong celebration.
At Pangin, WRD Minister Kamlung Mossang said that Solung festival showcases rich customs and faiths of the Adi community. Celebration of festivals plays an important role in promoting the cultural legacy of the indigenous communities besides fostering a spirit of unity among the people, he said. Mossang emphasized on strengthening the economy of Siang district which will further boost in preserving the rich culture of Adis. Stressing on the agriculture, horticulture and irrigation potential of the district, Mossang said that Siang has a strong growth prospect.
Sahitya Academy Awardee, Tagang Taki urged especially the younger generation to work towards preserving their age-old tradition.

APP constable arrested for carrying drugs
TEZU, Sept 2: An APP police constable was arrested by police on Thursday near Tezu for carrying drugs.
Identified as Chow Kejey Mansai, police confiscated 12 pouches of Brown Sugar after intercepting him at Alubarighat. A case has been registered under the appropriate sections, stated a release.
The police team led by OC Police Station, Tezu, Inspector Kuru Tatung and SI, Damgandu Singhpo on a tip off apprehended the drug peddler at Alubarighat who was travelling from Namsai.
APCTA calls for modification of RR
ITANAGAR, Sept 2: The Arunachal Pradesh College Teachers' Association (APCTA) has called on the state government for modifying the existing recruitment rules of Director, Joint Director and Deputy Director of Higher and Technical Education, granting Child Care Leave, implementation of 7th Pay Commission packages in toto and to address other grievances.
In a memorandum to Chief Minister Pema Khandu, the APCTA also called for creation of Vice-Principal post for all Government Colleges in the state, appointment of adequate Assistant Professors for ideal Teacher-Student Ratio, creation for the post of Professor in government colleges of Arunachal Pradesh as per UGC guidelines and developing infrastructure in the newly established government colleges in the state.
Legal literacy class
ITANAGAR, Sept 2: A one-day legal literacy class cum awareness camp on voluntary blood donation was conducted by Arunachal Pradesh State Legal Services Authority in collaboration with Arunachal Vivekananda Yuva Shakti and the NSS Unit of VKV, Nirjuli on Friday at VKV Nirjuli.
Member Secretary, APSLSA Budi Habung, presented a talk on Legal Services, Legal Aid, Legal Aid Clinic and the concept of Lok Adalats. He called upon the students to bring about the public awareness about the various facilities available under the Legal Services Schemes and programmes.
Dy. Secy Law & Judicial cum OSD, Dani Belo delivered a talk on POCSO Act and Right to Education (RTE), while Chairman, AVYS, Ramesh Jeke delivered a talk on importance and benefit of blood donation and the contribution made to the society by arranging blood to the needy persons at times.
Meanwhile, as part of its legal services activities, the Arunachal Pradesh State Legal State Services Authority had setup a stall at the Solung festival ground, Itanagar on the occasion of the three days Solung festival of the Adi community, wherein visitors were provided legal aids and legal brouchures were distributed. Around 250 persons visited the stall and benefitted from it.
Awareness programme on conservation of biodiversity
ITANAGAR, Sept 2: An awareness programme on Conservation of Biodiversity was organized at Koloriang in Kurung Kumey district and Neelam village in Lower Subansiri district on August 27 and 29 last. Organized by Centre with Potential for Excellence in Biodiversity, Rajiv Gandhi University, it was led by Ph D scholar Pankaj Bharali and M Sc students namely Neelam Gap, Ritanso Khambrai, Hawtoo Khoiyang and Dipankar Bora under the supervision of Prof. Arup Kumar Das, Department of Botany.
The students spoke on the importance of biodiversity and the need for conservation. The programme also highlighted prospects and concern on biodiversity conservation through power point presentation.
At Koloriang, the programme was conducted at the VKV premises. It focused on the conservation of famine food plants like Wallichia oblongifolia, Cythea gigantiana etc. which are endemic to this particular region. They also dwelt on the cultivation of Cardamom in the district. Students of the host school showed keen interest in the programme.
At Neelam village, the programme focused on the conservation of important medicinal plants like Taxus wallichiana, Cephalotaxus mannii which have been reported as anticancerous plants.
CC road at Nampong inaugurated

NAMPONG, Sept 2: A kilometer long Concrete Cement (CC) Road from Nongthey village to NH 315 was inaugurated at Nampong by Nampong MLA Laisam Simai in a function on Friday.
Stating that CC road has better durability than the conventional roads, MLA Simai called on all to enhance its longevity by taking care of it. He appealed the villagers to prevent loaded trucks to ply upon it.
The CC road was built at a cost of Rs. 60 lakhs by PWD under SPA 2013-14.
Later Simai visited Nampong PHC and took stock of the works that are under construction. As an alternative arrangement to the constant power failures, Simai assured to issue solar lamps to PHC Nampong.
Further the MLA also visited Govt Hr Sec School, Nampong.
Jairampur ADC SS Choudhory, Nampong SDO, K Tikhak, Jairampur PWD, SE T Gara, EE CS Choutang, ZPM's, 13th AR Major, HoDs and other dignitaries accompanied the MLA.
Arunachal Women Helpline awareness camp at Solung
ITANAGAR, Sept 2: The Arunachal Women Helpline (WHL) on the occasion of Solung organised a day-long awareness camp at the Director of Art and Culture ground, Naharlagun to generate awareness among the people and the women folk in particular about the WHL, which provides support and assistance to the aggrieved women through referral services and information about women and government related schemes and programmes.
Besides providing information on the aims and objectives of the Arunachal Women Helpline and delivering counseling on the spot to the people, especially women; pamphlets containing information on services provided by Arunachal Women Helpline (WHL), How to access the WHL, Helpline Response and information on the One Stop Centre (OSC) and toll free numbers were distributed among the people present in the occasion. The young volunteers of the festival also voluntarily helped us by distributing the pamphlets.
The WHL holds such awareness programmes recurrently to spread maximum awareness among the women who are in need of support and assistance regarding all kinds of domestic violence and other violence and also among people lacking knowledge of the women and government related schemes and programmes.
Training programme on e-governance concludes
ITANAGAR, Sept 2: The two weeks long training programme on e-Governance project management concluded at Naharlagun on Friday.
The training for mid-level officers was attended by 28 officers from various department of the state government. The training had started on Aug 22 and was conducted by National Institute of Smart Governance (NISG), Hyderabad. The training aims to equip participants with the necessary background and understanding on structured approach for conceptualization of e-Governance initiatives, various phase of e-Governance life cycle, key consideration during each phase of development, examples of how e-Government and e-business services can be undertaken by Government organization to strategically plan and transform their organization to improve the citizen service.
Broad modules covered during the training include Project Management, Government Process Reengineer, Procurement, Financial aspects of e-Governance Project and Soft skills (Presentation & documentation skills).This course has been designed to provide rich insights on all key activities associated with Conceptualizing and Procurement of e-Governance projects.
The participants were also trained in an internationally renowned project management methodology known as PRINCE2® (Project in Controlled environment) which will enable the participants to appear for International Professional Certification in PRINCE2®. All participants took keen interest in learning and successfully attended the foundation exam for PRINCE2® certification.
'Cancel ST certificates of non-APSTs'
ITANAGAR, Sept 2: Claiming that many children of APST girls married to non-APST have been granted ST certificates in the state, the All Arunachal Pradesh Labour Union (AAPLU) has called for cancelling such certificates.
In its complaint to the chief secretary asking her to direct all DCs against such practice, it alleged that many non-APST men after marrying APST women get ST benefits for their children.
Children of non-APST father and APST mothers should be treated as non-APST as per law. Granting ST benefits to them is against the law and curtailment of legitimate rights of other genuine APSTs of the state, it said.
ASU calls for fair recruitment
ITANAGAR, Sept 2: The Apatani Students' Union (ASU) has called for fair conduction of the written examination of Group D posts under medical department scheduled on September 4 next.
'…Conduct the exam without any external pressure from any individual and groups. Only genuine candidates should be put for the respective posts. Board members for the interview should not be included from the immediate relatives of MLAs and Ex-MLAs,' it said in its representation to the Lower Subansiri DC. The union further said that it would monitor the whole process.
Teachers training at Kalaktang
ITANAGAR, Sept 2: A three-day Teachers Refresher training programme organised by SSA Zilla Mission (Pedagogy Cell) Bomdila commenced at Kalaktang Block on Thursday.
More than 80 teachers are attending the training programme.
The inaugural function was attended by Kalaktang, CO, Tsering Pentsom, West Siang DDSE, Dorjee Wangdi, Kalaktang ZPM, Tashi Norbu and the BEOs of Bomdila and Kalaktang.
ABU Youth Wing conduct social service
RUKSIN, Sept 2: A social service cum cleanliness drive was conducted in the township by Adi Baptist Union Youth department under the banner of Swachh Bharat Mission at Mirem Mikong and Jonai (MMJ) Road on Friday.
The department during the drive repaired the road and filled potholes using sand gravels. Large numbers of senior citizens also participated in the event.

Properly use the fund
The Chief Minister Pema Khandu on Thursday announced that his government will sanction Rs 600 crore to all the 60 MLAs of state irrespective of party affiliation to carry out developmental activities. As per the CM's announcement each MLAs will get Rs 10 crore each which is a huge amount. The announcement has received mixed response from the people of state. Section of Arunachalees is highly skeptical about the move. In various internet forums people are sharing their views in this regard.
What worries citizen most is the possible misuse of the fund by the MLAs? With election just 3 years away the citizens worry that MLAs might try to siphon off the fund. In the past funds under SPA, RE has been blatantly misused by the MLAs and therefore citizens are quite apprehensive. There is another section of Arunachalees which has welcomed the move of Chief Minister and believes that this is a good beginning. One of the main reasons for political instability in the past has been alleged discrimination in the distribution of fund. Therefore equal distribution of fund should keep all the MLAs happy for a time being thereby potentially avoiding another major rebellion. It is now responsibilities of the MLAs to properly use the fund. In the last two year due to political instability the development has taken complete backseat. The Chief Minister on his part should ensure that funds are not misused.

Restore capital roads
Dear Editor,
The roads in the Capital Complex are ultimate mirage of what we know as road.
Just enter Itanagar from Assam, the same stretch of NH52-
It is an earnest request to the concerned authority to mend the roads for they should remember that someday they will have to leave the govt. and the post, and ride on these roads that they have refused fixing and the truth is that they will touch down and use the same roads as we mere mortals.

Ensure regular water supply
Dear Editor,
I would like to draw the attention of the authorities towards the grievances of the people of Jollang village. The people of this village have been facing the shortage of drinking water for the last 20 years. Literally, there is no proper arrangement for drinking water supply and the people have been surviving without potable water for last two decades.
Many times the proposals have been made to the local MLA, Panchayat leaders and concern departments but their attitude and response towards poor denizens of Jollang seems to be like " Ache din aane wale hain".
Even the schemes under PHED department of water tanks, Low cost toilets are misused and it's privileges is given to only to few rich peoples. I sometimes wonder how the people of Jollang have been surviving for more than past twenty years without water supply.
Sometimes we the poor people have to survive without water for day or two. If situation compels we have to buy packaged drinking water to cook our food for survival. I can only see the pipe connection but no water. I wonder when will the water supply reach our village.
I therefore request the higher authorities to take necessary action and ensure regular supply of water. Let "Ache Din Come soon", it's a prayer from Jollang villagers.

Parking charge not desirable
Dear Editor,
Through your esteemed daily, I would like to draw the attention of Municipal Councillors of Naharlagun area that those who come for medical purposes at Tomo Riba Hospital/General Hospital Naharlagun be exempted from the said parking tax. The people who use to visit the Government medical hospital are either poor or middle class people who could not afford for private hospital or clinics. The needy and poor persons who regularly visit the Govt hospital should be exempted from paying parking charge.
Many a time we are unable to go for medical treatment due to shortage of money but somehow we borrow money from relatives or take loan from others with interest for medical purpose. Under such circumstances, parking charge is not desirable at all.
So, I on behalf of common people of our state would like to appeal our municipal councillors of Naharlagun to please ensure that vehicles parking nearby medical premises be exempted from the said tax for the welfare of common public.
